In a small saucepan, combine ingredients except for the steaks. Bring to a boil. Reduce heat; simmer, uncovered, for 30 minutes, stirring occasionally. Set aside 1/4 cup sauce for serving and keep warm.
Place steaks on a broiler pan; top with some of the remaining sauce. Broil 4-6 in. from the heat for 10-16 minutes on each side or until meat reaches desired doneness (for rare, a meat thermometer should read 140°; medium, 160°; well-done, 170°), basting occasionally with remaining sauce.
Serve with reserved sauce.
